He was commentating on the Springfield Ice-O-Topes - Utica Mohogs ice hockey game. When Homer wanted to know the score, he and the other commentators wouldn't say it.

Behind the Laughter

Petoman's appearance appears to be based on that of Canadian ice hockey commentator Don Cherry.
