History =
Frankie and Moe were friends since childhood. When Frankie grew up, he became a regular customer at Moe's Tavern, where he and Moe's father often got into fights when they were drunk. On those occasions, Frankie would receive a free drink for each tooth he knocked out at Moe's.
When Frankie became a health inspector, he was still a regular customer at Moe's. The inspections Frankie conducted at the bar were mere formalities rather than real inspections, because Frankie would deliberately ignore health code violations in the interest of keeping the bar open.
