Courtney is the title character of the TV show Supreme Courtney.
History
Courtney is a teenage girl who has through unexplained means become a justice on the Supreme Court of the United States. In the scene from the episode that Homer sees on Tube Town, Courtney and the other justices are hearing a case. Courtney spots an attractive boy in the courtroom who winks at her, causing her to completely lose control of her speech and make weird noises and faces.
