History
He was performing at a circus in Springfield. At the circus, he hypnotized Homer into thinking he was a ten-year-old. After this, Chief Wiggum, accompanied by Eddie and Lou, burst into his act to arrest him. His name is a pun on Svengali, a manipulative character which was featured in a novel intitled Trilby
