Him and his team were riding in a van attempting to kidnap Bart so that they could obtain American nuclear secrets from him, presumably in exchange for a Street Assassin minibike. However, the Chinese Intelligence in America caught Bart first.
Behind the Laughter
B.A. Bäckström is a parody of B. A. Baracus from The A Team. The van they ride in is a parody of the A Team van.
