The lactose intolerant boy is an unnamed boy who suffers from lactose intolerance.
History
Homer noticed the boy sitting down. Homer asked if he had any money. The boy acknowledged this and said he did but he suffered from lactose intolerance. Homer said "son, I will not stand for intolerance, you give this delightful frozen treat the same respect you would give any lactose free food" he then added "god bless America!" repeatedly. The boy had a lick and told Homer to call his doctor, and showed him his bracelet.
