The foreign man is an unnamed foreign man, who was seen on an Air Springfield flight.

History

The man drinking out of a goat's eye.

When everyone was told they could eat their food, Homer was annoyed because all the foreign people on the plane had crazy looking food. The foreign man then said to Homer "crazy food, indeed, my friend" before drinking out of a goat's eye.
