The Tortoise is a figment of Homer's imagination, whom Homer met during his chili hallucination.

Disturbed by the bizarre visions he was experiencing, Homer spelled out "HELP" with rocks, and one of the rocks started crawling away. Homer yelled at it to get back in line with other rocks, and then saw it was a tortoise and it was very slowly spelling out a message in the sand that read "Follow the tortoise."
