Level 1 is the first level of The Simpsons: Hit and Run. The level is setting at the residential area of Springfield. The first missions don't have a specific plot since this is a tutorial level. This is also the only level to have eight missions instead of seven. The first one is a tutorial mission and can't be replayed, unlike the others. This level has a tutorial: Bart tells Homer about the basic things in the game whenever he approaches or does something of importance.

Plot
The player can explore the city and take the missions whenever he wants. To start a mission, one has to talk to the corresponding person, who is indicated by a big exclamation sign on top of him/her. After a dialogue, a screen showing the objectives appears, then the mission starts. Sometimes, to start a mission one has to buy a certain car or costume needed for the mission. During the mission, a table is shown on the inferior part of the screen showing the current objective. If the player doesn't manage to do the objective, the mission is failed and a screen showing the reason appears, with an advice depending of the reason. If the mission is finished, the phrase "Mission Complete" appears on the center of the screen. When all of the main missions in a level are finished, a table appears showing the completed objectives of the entire level and the next level starts.
After Homer destroys a wasp camera that flies inside his home, he watches Krusty on TV advertising the new Buzz Cola. Now he wants some cola, so he decides to go to the Kwik-E-Mart.
The Cola Caper
Marge needs Homer to go to the store to buy cola and ice cream with mini-pies. He says one of their children could have ate it, probably Milhouse. When he arrives, Apu tells him Marge already bought some cola and ice cream, but Homer ate it all.
This is a tutorial mission.
S-M-R-T
Lisa forgot her science project, so Marge wants Homer to give it to her before going to work (much to Homer's disgust). Homer has to race Skinner to the school. He arrives first and gives the project to Lisa. She notices the gallbladder is missing, because Homer was hungry and ate it, unfortunately, it was just clay. She informs him Marge called and wants him to go back home.
This is the first race mission.
Pretty Theft Homer
Ned is worried because someone stole several things from his house. He has called the police, but Homer stole everything, so he decides to find the missing stuff: a tuxedo, a lown mower, a cooler, a lawn chair, a family portrait and Rod's inhaler. Homer had given the cooler to Barney (who used it as a toilet) and the other things were on the street. After Homer gives everything back to Ned, he rewards Homer with a prayer from the Lord's number one fan, himself.
This is the first timed mission: Homer has to find everything before the time runs out.
Office Spaced
Homer is late for Smithers' inspection, so he talks to Lenny for help. Lenny tells him he saw Smithers was at the Kwik-E-Mart. Homer buys the Plow King snowplow from Barney, since he needs a big truck to destroy Smithers' car. He goes for him and smashes his car so much that it explodes and manages to arrive first to the power plant.
This is the first destruction mission: Homer needs to destroy Smithers' car with the Plow King before he reaches the power plant.
Blind Big Brother
Homer can't sleep at his office because of the camera, so he decides to destroy the power couplings. He kicks the nine couplings inside the power plant so he goes back to his work station to sleep, but Mr. Burns announces it's time to leave.
This one of the few missions made on foot: Homer has to destroy the couplings by jumping on the metal paths and elevators on the roof before the time runs out.
Flowers by Irene
Homer watches the Channel 6 News. Kent Brockman reports lots of strange cameras everywhere. A mob goes to complain to Mayor Quimby at the Springfield Town Hall. There is also a report of strange black vans spying all over the town. Homer notices one of the black vans spying their house, and Marge tells him he's sexy when he's paranoid. Homer decides to follow this van. It takes him to Burn's mansion, so he thinks Mr. Burns is behind all this.
This is the first following mission.
Bonestorm Storm
Homer wants Marge to help him reveal Mr. Burns' plan, but she is busy trying to stop the sequel of the video game "Bonestorm", "Bonestorm 2", to be sold. He helps her knock a truck and destroy the boxes with video games that fall from it.
This is the first kick and grab mission and the first in which the player is provided with a car, this time the Canyonero: Homer and Marge need to kick the truck ten times so ten boxes fall from the truck and grab them before the time runs out.
The Fat and Furious
Homer asks Carl for help, but he is drunk, so Homer needs to get to Burns before Smithers. He races him and reaches Burns' mansion just in time to talk to him. First, Mr. Burns thinks Homer is accusing him because of destroying a plane, but is actually because he is spying the city. According to Mr. Burns, the black vans are just pizza vans. Homer realizes he was wrong, so Burns releases the hounds and fires him.
Bonus mission
Every level has an extra mission, out of the plotline. When the mission is finished, one is rewarded with a car, which can be accessed by the multiple phone booths around the city.
This Old Shanty
Cletus wants Homer to find cardboard tubes from a gas station and collect the tomacco harvest from the tomacco field, one of his daily chores. Homer finds the cardboard tubes, collects the tommaco harvest and goes back to Cletus'. He rewards Homer by taking him to any place wherever he wants.
Homer has to do all that in under 2:50. By completing this bonus mission, the player earns Cletus' Pickup Truck.
Trivia
- In Wiggum's house garden, Ralph is next to his Leprechaun rock (from "This Little Wiggy").
- One of the houses at the road curve near the Simpsons' house and the small square is the Mansion Derriere.
- The roof of the Kwik-E-Mart has trees and plants like in "Lisa the Vegetarian".
- A street near the Lard Lad Donuts store and the Krusty Burger is closed due an accident with a gas truck and some cars.
- The old and destroyed school bus from "The PTA Disbands" is at the school playground.
- Beyond the lift bridge, the "636" area begins, full of mansions like Burn's, Mayor Quimby's and Kent Brockman's. This is where the Stonecutters building is too and the hidden tunnel is next to it. It connects with the power plant.
- In Homer's workstation at the power plant, a lever has a block hanging from it.
- The run down area has no sidewalks, open sewers, small roads, destroyed houses and shacks (like Nelson's, Moe's, Cletus' and the trailer park).
- "S-M-R-T", references to Homer singing "I am so smart, S-M-R-T... I mean S-M-A-R-T" in "Homer Goes to College", which was an actual mistake of Dan Castellaneta.
- "Office Spaced" is a reference to the film Office Space
- "Flowers by Irene" refers to an FBI van with the phrase "Flowers By Irene" written on it to disguise the "FBI" letters in "The Trouble with Trillions".
