The first content update, known as the Level 21 content update, for The Simpsons: Tapped Out was released on September 21, 2012, and came nearly a month after the game's re-launch on the App Store.
Level 21 was introduced, a long-awaited level for players who had finished Level 20 months before. The Muntz House was unlocked with Level 21, and unlocked Nelson. Springfield Library was added as a Level 12 building, and unlocked Martin when built. Also two new premium items were added, the School Bus, unlocking Otto, and the Springfield Observatory. Several new decorations were added as well.
The update was 40.3 MB.

Kearny
After buying and unlocking Kearny and tapping on his exclamation mark:
- Kearny: Hey Simpson! Gimme your lunch money or I'll break every bone in your body!
- Bart: Sorry, I spent all my cash on houses and decorations.
- Kearny: But I'm hungry... and mean. Maybe you and your friend could steal me some food from the Kwik-E-Mart.
- Milhouse: But... stealing is stealing!
- Kearny: Like it says in the Bible: "it's only stealing if you get caught."
The player then receives "A Victimless Crime", which is to "Make Bart Shoplift from the Kwik-E-Mart" and "Make Milhouse Shoplift from the Kwik-E-Mart". The taskes takes 30 minutes and set on its own, the player receives total 140 and 20 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Kearny's exclamation mark:
- Kearny: Nelson! How come you're spending so much extra time at school? Have you gone soft?
- Nelson: Sadly, even if I WANTED to go soft, I've forgotten how. It's the price of bully-dom.
- Kearny: Good! Let's get down to business! Since you've already got detention into the next millennium, there's no point me getting my hands dirty. I'll create a diversion while you beat some lunch money out of geeks!
The player then receives "Bullies On Parade", which is to "Make Kearny Dance a Jig" and "Make Nelson Shake Down Kids For Lunch Money". The taskes takes 4 hours and set on its own, the player receives total 435 and 115 in reward. The player receives 100 and 10 as the reward for the quest. The player have to unlock Nelson to do this quest.
After tapping on Kearny's exclamation mark:
- Kearny: Simpson, you're all right! You remind me of my son -- he's just about your age!
The player then receives "Parental Priorities", which is to "Make Kearny Take Son for the Night". The task takes 24 hours and set on its own, the player receives 1,000 and 225 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Kearny's exclamation mark:
- Kearny: Hey Bart! I found a buch of rancid coleslaw in the dumpster behind Krusty Burger. Let's go heave it at that dweeb Milhouse's house!
- Bart: But Milhouse is my friend.
- Kearny: So? We bullies trash each other's stuff all the time. Wait -- do nice people have a different understanding of friendship than us super-jerks?
The player then receives "Breaking the Slaw", which is to "Make Kearny Dump Spoiled Coleslaw in Van Houten House". The task takes 10 minutes and set on its own, the player receives 26 and 7 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Kearny's exclamation mark:
- Kearny: Bullying is no picnic. Some days I almost wish I was a weakling. It'd be nice to let somebody else do the pummeling for a change, you know? Man, I need a drink.
The player then receives "Just How Old Are You", which is to "Make Kearny Drink at Moe's". The task takes 8 hours and set on its own, the player receives 420 and 105 in reward. The player receives 100 and 10 as the reward for the quest, completing the "Kearny" quest trilogy.
School Bus with Otto
After buying the School Bus for 120 and unlocking Otto and tapping on his exclamation mark:
- Otto: Whoah, how'd I end up here? My head is pounding, I feel sick to my stomach, and I don't remember a thing! That all seems normal.
The player then receives "A Hard Knock Morning", which is to "Make Otto Sleep It Off". The task takes 12 hours and set on its own, the player receives 600 and 150 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Otto's exclamation mark:
- Lisa: Hey Otto! Welcome back to Springfield.
- Otto: Thanks Lisa. I was talking to Skinner, and I can't get my old job back because the school bus is wrecked.
- Lisa: So you think you can fix it?
- Otto: I don't know, but I can definitely try over and over again!
The player then receives "Hail To The Bus Driver", which is to "Make Otto Work on the Bus". The task takes 60 minutes and set on its own, the player receives 105 and 26 in reward.
When the task is completed:
- Otto: Whoa, did money just pop out? Eh, I'm probably just seeing things.
The player receives 100 and 10 as the reward for the quest, completing the "Otto" quest trilogy.
After tapping on Otto's exclamation mark:
- Otto: Hey little dude, think I could crash in your garage again? I can't seem to find my house.
- Bart: I don't know. Last time, my dad got angry about the place smelling like a rock concert. Why don't you sleep in your bus?
- Otto: What do I look like? Some kind of bus sleeping... guy? I need a crib.
- Bart: Don't sweat it Otto Mann, I got an idea.
The player then receives "Crash", which is to "Make Otto Squat in the Brown House". The task takes 24 hours and set on its own, the player receives 1,000 and 225 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Otto's exclamation mark:
- Bart: Hey Otto Mann, what's going on?
- Otto: Not a whole lot little dude. I'm bored out of my skull! There's nothing to do in yhis town!
- Bart: What about your guitar?
- Otto: Oh yea, I left it in the bus. Thanks little dude.
The player then receives "The Axe", which is to "Make Otto Jam on the Guitar". The task takes 4 hours and set on its own, the player receives 260 and 70 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Otto's exclamation mark:
- Otto: Oh no, I broke my strings. Maybe I can hallucinate money popping out again and buy some new ones.
The player then receives "The Broken Axe", which is to "Make Otto Get Guitar Restrung". The task takes 8 hours and set on its own, the player receives 420 and 105 in reward. The player receives 100 and 10 as the reward for the quest.
After tapping on Otto's exclamation mark:
- Otto: Hey Bart dude!
- Bart: Hey Otto, what have you been up to?
- Otto: Check out these sweet new strings.
The player then receives "The Rockstar", which is to "Make Otto Jam on the Guitar". The task takes 4 hours and set on its own, the player receives 260 and 70 in reward.
When the task is completed:
- Otto: I can lay around all day, play guitar, and still get money. I love this new Springfield!
The player receives 100 and 10 as the reward for the quest, completing the "Otto" quest trilogy.
