The offer is that the player receives the Volcano Lair and the Springfield Sign for 250 with a 370 value. Once the offer is up, Gil will disappear from your Springfield.
This promotion was supposed to have lasted between January 3, 2013 and January 6, 2013. The offer is called "LairSign" in the game files.
