The eighteenth content update, known as the Level 28 content update, for The Simpsons: Tapped Out was released on April 19, 2013.
The update made Fat Tony available to players who missed out on the opportunity to acquire him during an episode promotion in November 2012. Three buildings were introduced, as well as Legs and Louie, and the premium character, the Rich Texan. One new decoration was also added.
The update was 90.5MB.

Level 28 Gameplay
After tapping on Quimby's exclamation mark:
- Quimby: Thank you, Fat Tony, for your generous donation to my Super PAC, "American U.S.A. Minutemen for Freedom, Liberty, Patriotism and America."
- Fat Tony: Will it be satisfactory to secure the reconstruction of my headquarters?
- Quimby: Easily done. The person playing this game builds whatever we ask. And pays us whatever random sum of money we demand!
- Fat Tony: There's one born every minute, I suppose.
The player receives "Legitimate Business", which is to "Build the Businessman's Social Club". Businessman's Social Club takes 24 hours to build and cost 
189,000. Upon completing the quest, the player receives 100 and 
10. Fat Tony comes with Businessman's Social Club if the player haven't unlocked him previously.
After tapping on Smithers's exclamation mark:
- Smithers: Fat Tony? Mr. Burns requests your company for dinner this evening, to discuss matters of the utmost evil.
- Fat Tony: I'm always happy to have dinner with a fellow villain... which I consider myself, despite the fact I somehow got categorized as an "Wise Guy".
The player receives "The Cleaner Pt. 1", which is to "Make Fat Tony Join Mr. Burns for Dinner". The task takes 6 hours and rewards the player with 450 and 110 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Mr. Burns's exclamation mark:
- Mr. Burns: Fat Tony, I need your help. There's a problem I wish to "go away." I trust you see my eyebrowns waggling meaninigfully as I say "go away?"
- Fat Tony: Just tell me who. My crack team of sociopaths will handle everything.
- Mr. Burns: It's not a "who", it's a "what." Some nuclear waste I wish disposed of.
- Fat Tony: We could hide it inside a body bag. People see me burying body bags all the time. It's kind of my thing.
- Mr. Burns: Excellent.
The player receives "The Cleaner Pt. 2", which is to "Make Fat Tony Get Rid of a Problem". The task takes 12 hours and rewards the player with 450 and 110 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Wiggum's exclamation mark:
- Wiggum: Hey, Fat Tony! Wanna tell me why you were digging a hole out in the middle of the night?
- Fat Tony: I was gardening. That's still legal in this state, is it not?
- Wiggum: Sure, I think. I'm not really up on what's legal and what's not. But if you really WERE gardening, tell me what were you planting?
- Fat Tony: Plants.
- Wiggum: You're good, Fat Tony. Very Good. And I am correspondingly bad.
The player receives "The Cleaner Pt. 3", which is to "Make Fat Tony Play the Violin". The task takes 60 minutes and rewards the player with 70 and 17 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Fat Tony's exclamation mark:
- Fat Tony: Mr. Burns, I have taken care of that favor for you. And now I would ask you a favor in return.
- Mr. Burns: Ugh, you Mafiosi and your favors. How come you can't just accept money as compensation like averyone else in the world?
- Fat Tony: Don't worry -- this will require money. I need to rebuild my compound, so that my beloved goons will return to me. I'm tired of being a Mafia of one. My gun hasn't had a night off in weeks.
- Mr. Burns: Consider it done. Every powerful man needs his sycophantic hangers-on.
- Smithers: You called for me, sir?
The player receives "The Cleaner Pt. 4", which is to "Build Fat Tony's Compound". Fat Tony's Compound takes 1 day 12 hours to build and cost 255,000. Upon completing the quest, the player receives 100 and 10. Legs and Louie comes with Fat Tony's Compound.
After tapping on Fat Tony's exclamation mark:
- Fat Tony: Welcome back, boys. I trust you have kept your law-breaking skills sharp?
- Legs: I practiced my felonies every day.
- Louie: I extorted mannequins so I wouldn't forget how to do it to people.
- Fat Tony: I look forward to bleeding dry this town we so love. But first, let us toast our touching reunion.
The player receives "Badfellas", which is to "Make Legs Drink at Moe's", "Make Louie Drink at Moe's" and "Make Fat Tony Drink at Moe's". The taskes takes 8 hours and rewards the player with total 825 and 210 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Bart's exclamation mark:
- Bart: Hey Fat Tony! I've been looking to take my mischief to the next level. Any chance you could use an extra set of hands?
- Louie: Maybe. Do you know how to mix a Manhattan?
- Bart: Ummm.... booze, some hooch, and then whiskey?
- Legs: That's pretty close, boss. I'll vouch for him.
- Fat Tony: Congratulations, urchin. You are my new bartender.
The player receives "El Bartito's Way", which is to "Make Bart Serve Manhattans". The task takes 24 hours and rewards the player with 600 and 150 when it is set on its own.
When the task is completed:
- Marge: Bart Simpson! What did I tell about joining La Cosa Nostra?
- Bart: You said to not to.
- Marge: If you go joining any mobs, you lose TV privileges for a week.
- Bart: All right, all right! There's no need to get crazy.
Upon completing the quest, the player receives 100 and 10.
After tapping on Marge's exclamation mark:
- Marge: Mayor Quimby, as a mother and a worrywart, I'm concerned about Springfield's growing Mafia problem. There are even reports of unsavory characters down at the dog track. Of all places!
- Quimby: Marge, I promise you -- this office will not rest until it looks like we're doing something about the whatever-you're-on-about. In fact I'm so against corruption that many people say 'Corruption' is my middle name.
- Marge: Hmmmm....
The player receives "Casino Racino", which is to "Make Fat Tony Fix Races" and "Make Marge Protest Something". The taskes takes 2 hours and 24 hours and rewards the player with total 710 and 177 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Fat Tony's exclamation mark:
- Fat Tony: Boys, Marge Simpson is onto us. Someone in our organization squealed. I need you to find out who.
- Louie: Wouldn't it be easier just to "take care" of this Simpson lady?
- Fat Tony: Louie, Louie, Louie. Women are for taking care of, not "take care" of. Find some guy to nuts on instead.
The player receives "Taking Care Of Business", which is to "Make Legs and Louie Interrogate a Squealer". The task takes 60 minutes and rewards the player with 70 and 17 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Luigi's exclamation mark:
- Luigi: Welcome, back, a-Fat a-Tony. I can't tell-a you how I've missed paying for-a your protection.
- Fat Tony: Which I will now collect. Back-dated, of course, to the birth of New Sprinfield.
- Luigi: But I didn't get unlocked until level 18. It's-a not fair!
- Fat Tony: Then you can file a complaint at the monthly meeting of the Extortionee's Committee. The system is in place for a reason.
The player receives "The Italian Job", which is to "Make Fat Tony Have a Dinner Special at Luigi's". The task takes 4 hours and rewards the player with 175 and 45 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Fat Tony's exclamation mark:
- Fat Tony: Boys, I require your services.
- Louie: Do you mind? "Antiques Roadshow" is on!
- Fat Tony: My apologies. The Roadshow, as always, takes precedence.
The player receives "Gangster Paradise", which is to "Make Legs Sell Smuggled Goods" and "Make Louie Perform a Hit". The taskes takes 8 hours and rewards the player with total 550 and 140 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Wiggum's exclamation mark:
- Wiggum: Fat Tony? You and your crew are under arrest.
- Fat Tony: Whatever for, Officer?
- Wiggum: Impersonating an Ethnic Stereotype. You're sentenced to 24 years in prison! Oops, this says 24 hours. Must be a typo. You're just lucky I don't like refilling out forms.
The player receives "Puff Justice", which is to "Make Fat Tony Run Organized Crime from Prison", "Make Legs Take a break in the Slammer" and "Make Louie Take a break in the Slammer". The taskes takes 24 hours and 4 hours and rewards the player with total 950 and 240 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Fat Tony's exclamation mark:
- Fat Tony: Break's over, boys. Go forth and terrify.
The player receives "Business As Usual", which is to "Make Legs 'Protect' Local Businesses" and "Make Louie Collect Tribute". The taskes takes 12 hours and rewards the player with total 840 and 200 when it is set on its own. Upon completing the quest, the player receives 100 and 10, completing the "Mafia" quest trilogy.
