Wanting to raise the ratings for shuttle launching, which had decreased, the NASA tried to look for a normal man whom the average American can relate to send into space. They eventually received a call from Homer asking why their launches are so boring and, after hearing his demands, they realized he is perfect for their mission of raising ratings.
