The National Aeronautics and Space Administration (NASA) is an agency of the USA government, responsible for the nation's civilian space program and aeronautics and aerospace research.

Wanting to raise the ratings for shuttle launching, which had decreased, NASA tried to look for a normal man whom the average American could relate to send into space. They eventually received a call from Homer asking why their launches were so boring and, after hearing his demands, they realized he was perfect for their mission of raising ratings. Jack Stillwater and Dr. Babcock went to Moe's Bar to talk to Homer, but he told them Barney called them. They were both sent to the NASA headquarters to apply normal astronaut tests. At first, people thought this was a joke, as normal people weren't qualified to be astronauts.
