The fourth content update, known as the Level 23 content update, for The Simpsons: Tapped Out was released on November 5, 2012.
This update did not remove the Halloween features; the price of the Ray Gun was decreased by 
50.
The update was 52.7MB.

After buying and unlocking Bumblebbe Man and tapping on his exclamation mark:
- Bumblebee Man: Ah! Un bueno dia to playa beisbol in the parko!
The player receives "A Del Dos Sano Terrible", which is to "Make Bumblebee Man Ay, Dios no me ama!". The task takes 30 minutes and rewards the player with 60 and 
15 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Bumblebbe Man's exclamation mark:
- Bumblebee Man: Ay! Nada es bueno in el world-o!
The player receives "Ay... Carumba!", which is to "Make Bumblebee Man Nada Es Bueno!". The task takes 60 minutes and rewards the player with 105 and 26 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Bumblebbe Man's exclamation mark:
- Bumblebee Man: I have a terrible confession to make - I don't understand Spanish. I'm from Norway!
- Lisa: Really? How is that even possible?
- Bumblebee Man: I only know a few Spanish words and phrases. Ay, ay, ay es muy mal!... is one of them.
The player receives "Bumblebee Man's Secret Shame-O", which is to "Reach Level 12", "Build the Library" and "Make Bumblebee Man Attend Lessones Espanolas". Bumblebee Man's task takes 4 hours and rewards the player with 300 and 70 when it is set on its own. Upon completing the quest, the player receives 100 and 10.
After tapping on Bumblebee Man's exclamation mark:
- Bumblebee Man: Me wonder-o que is la Senorita doing-a?
