Plot

The criminal Sideshow Bob is declared a changed man by Reverend Lovejoy and is released from prison. Although Bart still thinks he is a criminial and it is determined to show Springfield this. Bob stays with his brother Cecil (who is Springfield's chief hydrological and hydronamical engineer. The brothers had not spoken for ten years, due to Bob becoming Krusty's sidekick instead of Cecil (who had wanted the part since he was 5).

Cecil plans to build a dam on a river (which flows into Springfield). Bob is emnraged by his lazy employees and Bart; who is continusly following Bob around due to his beliefs that he is evil. Bob then declares he would like the dam to blow up.

Meanwhile Bart persuades Lisa to help him uncover Bob's plot and they search in his trailer, where they find a breifcase full of stolen money. Bob discovers them in his trailer and chases through Springfield Dam until they reach the turbine room; where Bob catches up with them and they confornt and question him about the money. He denies knowing about the money and Cecil shows up and reveals he embezzeled the money by cutitng back on construction and he plans on framing Bob. He then locks Bart, Lisa and Bob in the turbin room and prepares to blow up he dam.

Bob helps Bart and Lisa (Bart is reluctant at first but then decides Bob isn't evil) escape from the dam. Just before Cecil attempts to blow up the dam, Bart jumps on his back, but is thrown of the cliff. Bob saves him by swinging on the dynamite cord. As Cecil tries to blow up the dam a second time, Bob cuts the wire, stopping the dam being blown up. Then the polcie arrive and Cecil is arrested. Bob then gloats over his victory and how he gained the respect of Bart and Lisa, when Chief Wiggum arrives he declares Bob guilty and he is arrested as well.

Meanwhile, the dam breaks and floods the down, but no major damage is done. In the jail cell, Bob and Cecil bicker over who gets the top bunk.
