Theo is the owner of The Institute, an institute where they try and rehabilitate the reputation of people.

When Homer had become a social pariah for accidentally pushing Reverend Lovejoy out of a window at the First Church of Springfield, Theo went to see him at Dead Lobster and told him about The Institute. Homer decided to go with him where he was introduced to the other social pariahs; Helen Lovejoy, Jed Hawk, Larry Doogan, and Kirk Van Houten. Theo organized various activities to help improve their reputation with the public again, including cleaning up the ocean, planting trees, and cleaning graffiti. However, these activities didn't work and the public still hated them. Theo then told the group that he had a drastic idea which could work, but the group rejected the idea because it was drastic. Theo eventually talked them round to hearing him out about it.

Theo explained to the group that ChumNet, the company that put clickbait headlines on websites, could be used to erase the videos of them from the Internet, by using the Universal Eradication Code on the ChumNet servers. He told the group that they would have to break into ChumNet's headquarters and use a flash drive on the servers to upload the Eradication Code. Theo then told the group that they had already gone through the training needed, which was the public service activities they performed together. The group then reluctantly agreed to do the mission together...
