Talk page messages and warnings

Hi Solar. It's been about four months since the "clouds-background" talk page notification "disappeared". And the current notification system it's a bit "inefficient". It is not as visible as the clouds one, which causes users (specially new users) to ignore other users' messages or Admin warnings. My question is: Isn't there any chance to bring the clouds notification back?

I have thought that maybe adding this to Common.css

Nope. Also tried navigating pages to see if it would show. Nothing. It's getting late and I have coursework and exam revision to do tomorrow so I won't be able to look into it.
