History
After Santa's Little Helper killed Raymond Bird, Bart watched the cartoon with him.
Plot
A dog is on trial for crimes against animals. The jury, made up of Scratchys, decides not to bother deliberating and the dog is declared guilty. Then Al Capone, Will Rogers, W. C. Fields, Harpo Marx and Bing Crosby all show up and murder and mess with the dog in various ways.
Behind the Laughter
The cartoon is a reference to the Genesis song "Broadway Melody of 1974", although the plot resembles that of the 1935 Disney short "Pluto's Judgement Day", where a dog is tried by a courtroom full of cats in Hell (in this case, Itchy as the judge and several Scratchys as the jury) for cruelty to animals.
