Budget

Their budget is low, and they are unable to perform duties like rescuing Bart from the Well, as Wiggum says Well, I'm afraid we've got a problem, Mrs. Simpson. Your Boy picked a bad time to fall down a well. If he'd done it at the start of the fiscal year, no problemo. All of the officers are not well trained and do not know much about law enforcement. They use cheap cars, donut crumbs as patrol cars and the station is a complete mess.
