While he pretentiously feigns authority, he has little regard for individual rights or even public safety. He is disturbingly uninformed ("Some Chinese people claimed they were celebrating New Year's in February ... good food though") and flaunts his power, albeit with good intentions most of the time. He, along with the rest of Springfield's government and police force, is also corrupt, having asked for or taken bribes several times. He has also notably solicited [[Troy McClure]] and Homer Simpson for bribes in exchange for "looking the other way" to their criminal activities. Due to his obesity, Chief Wiggum is often unable to perform significant physical activity, making it easy for criminals to escape from the police; he is known to find even climbing the stairs in his home very tiring. He is also the coach of the [[Mighty Pigs]] Pee Wee Hockey League Team, despite his very poor personal fitness.

Julio Franco is a Cuban-American gay man living in Springfield.

Julio once lived as a straight man and was married to a woman named Adriatica Vel Johnson. He later came out as gay, and he and Grady became partners and moved in together. They had a three-bedroom apartment, but at one point had lost their third person and were looking for a replacement roommate.

At that time, Julio and Grady met Homer. Homer had found a note that Marge had written before they had gotten married where she said she wasn't sure she wanted to be with him. Upset, Homer decided to move out of the house and went looking for a new place to live. He wandered into Springfield's Gay village, saw that Julio and Grady were looking for a roommate, and promptly moved in with them. Eventually Homer moved back home when he discovered that Marge really loved him after all...
