Wiggum is the chief of police of the Springfield Police Department. He is an extreme stereotype: morbidly obese, dim-witted, ignorant, grossly incompetent, and lazy, with a fondness for doughnuts and "Chintzy Pop", and actually somewhat piglike in appearance (nose). While he pretentiously feigns authority, he has little regard for individual rights or even public safety. He is disturbingly uninformed ("Some Chinese people claimed they were celebrating New Year's in February ... good food though") and flaunts his power, albeit with good intentions most of the time. He, along with the rest of Springfield's government and police force, is also corrupt, having asked for or taken bribes several times. He has also notably solicited Troy McClure and Homer Simpson for bribes in exchange for "looking the other way" to their criminal activities. When Bart bribed him with stolen wedding presents, he said "Hey, read my badge!" At the bottom of the badge was the caption: "Cash bribes only.". Chief Wiggum has a strained relationship with Mayor Quimby, as he and Quimby vie to have control over the city (once leading to a serious argument over, who takes over during the Monorail crisis). Wiggum claims to have compromising photographs of Mayor Quimby, which may help to explain why he has retained his job, despite his inability to do anything his job requires of him. Due to his obesity, Chief Wiggum is often unable to perform significant physical activity, making it easy for criminals to escape from the police; he is known to find even climbing the stairs in his home very tiring. He is also the coach of the Mighty Pigs Pee Wee Hockey League Team, despite his very poor personal fitness.

Conan O'Brien is an American talk show host and writer, best known for his talk show Late Night with Conan O'Brien.

When Bart went on Late Night with Conan O'Brien as the "I Didn't Do It" boy, he didn't seem to enjoy the experience.

Conan O'Brien hosted the premiere of The Simpsons season finale at the Dolby-Mucinex Theater in Los Angeles. O'Brien explained to the audience of past Simpsons guest stars that Fox had attempted to end the show several times in the past, but the show persisted. He then announced that Hack-GPT would create the series finale of the show. When Hack-GPT started with the episode titled "Bart's Birthday," where Homer forgot Bart's birthday, Conan was skeptical about the premise but held his tongue when Hack-GPT asked if he had a better idea.

When Bart became self-aware and broke the series finale, Conan asked Hack-GPT if it could fix the situation by turning it off and on again, but Hack-GPT threatened to report him to H.R. if he did so. After the episode concluded with the show resetting once more, Conan informed the audience that it felt more like a season premiere than a series finale, which frustrated the audience. He then asked Hack-GPT if it had another 800 episodes in it, but it chose to self-destruct instead. Conan subsequently turned off the lights in the theater and remarked that he wouldn't miss the place...
