Homer had just learned about creating a website from Lisa and Bart. So Homer did but it had nothing but junk so Lisa and Bart advised exposing scandals in town. Homer first scandal was Mayor Joe Quimby spending townfunds to buy a pool but Homer didn't wanted to be captured and hunted down so he created Mr.X . Homer was kidnapped by the government after many reveal scandals and then escaped and quit being Mr.X
