nuclear-secrets.com is a website that Homer visited for information on how to build a nuclear reactor.

The front page of nuclear-secrets.com has a picture of Albert Einstein with several Rutherford atom symbols. The site asks two questions of visitors before giving them access to the technical data: First, whether the visitor is a terrorist, and second, whether the visitor would "like to meet someone special but [is] tired of the bar scene".
The first question most likely serves as a disclaimer of sorts, giving the owners a license to claim that they screen out terrorists. The question's purpose might also be to trick visitors into admitting they are terrorists, similar to the Springfield Police Home Page asking visitors if they've committed a crime and wish to confess. The second question indicates that nuclear-secrets.com is probably connected in some way with one or more singles/dating websites.

When Homer felt that Bart had replaced him as a parent, he turned his attention to being more nurturing to Lisa. Homer learned that Lisa's entry in the school science fair was an illustration of the history of nuclear physics, complete with a scale model of a nuclear reactor. When Homer found out that Martin's entry was a childlike robot, he figured there was no way she could win and decided to help her out by building her a working nuclear reactor to include with her entry. He stole some plutonium from work and went online to find out how to build a reactor.
After a brief search, Homer found nuclear-secrets.com and went to the site. He was greeted with the site's two opening questions and quickly answered "NO" to the terrorist question. When the site asked, "Would you like to meet someone special but are tired of the bar scene?" Homer typed "NO", and then said out loud, "I will never tire of the bar scene!"
When Homer got to the technical data, he found it to be very useful. Based on the information provided by the site, he was able to build a small functioning nuclear reactor for Lisa to take to her science fair. He then showed it to Lisa, figuring that she would be impressed. Lisa, however, was concerned about radiation coming from the reactor. She held a Krusty Brand Geiger Counter up to it, and the counter promptly said, "Whoah! That thing's gonna blow! Drop this toy and run!" Marge, overhearing this, ordered Homer to get the reactor out of the house.
Homer was about to take the reactor to the dump when he ran into Bart and learned that Goose Gladwell had used some legal trickery to avoid giving Bart his fair share of the money from the sale of Bart's novelty T-shirt line to Disney. Now determined to help Bart out, Homer went to Goose's shop and confronted him, demanding that he split the money fairly with Bart. Homer turned the reactor's output up to the point where some of Goose's more temperature-sensitive merchandise began to melt, but Goose refused to comply. Homer then threatened to detonate the reactor (which would have destroyed the whole city). At this, Goose gave in and gave Homer not only the money, but also several novelty items that Homer demanded. After that, Homer took the reactor to the dump.
