"the pepole that was on the circle in the store had electronic device on their wrist and 1 of the pepole that turn around and scared Bart and Lisa had glowing eyes and bart and lisa asked homer what are those" does that ring any bells? Blocking Spare-tire

I think that was a bit too harsh to block Spare-tire for three whole months. Couldn't it have just been three weeks? I don't think it would take more than a month for him to learn.
