The Penalizer

What comic story did he appear in? If I can find a little basic information about him, I'd be happy to make a "bare bones" version of a page for him. Then you can have the fun part of fleshing it out. :-) Also, to get a handle on what goes into making a character page, it helps to just go into the editing view (not making any changes) and see what things look like and how they're laid out. Hi, please do not upload images if you have no intention of using them. Creating a page is easy, and anyone can do it. However, Wizard Skinner does not need an article. 1) It's not a new character, it's just Skinner 2) The image you uploaded was taken from the Fandom Simpsons Wiki.
