The Penalizer

What comic story did he appear in? If I can find a little basic information about him, I'd be happy to make a "bare bones" version of a page for him. Then you can have the fun part of fleshing it out. :-) Also, to get a handle on what goes into making a character page, it helps to just go into the editing view (not making any changes) and see what things look like and how they're laid out.
