Twister 'Round the Clocke is an Itchy & Scratchy cartoon.
Plot
Itchy & Scratchy are travel in their van when they go out when they se a storm. Itchy chained Scratchy and drive away from the storm while Scratchy is stuck when the storm arriving which kill him. Itchy get then parts of Scratchy's body on his windowpane.
