The episode begins with Bart and Milhouse sitting in the classroom, with Milhouse getting over excited for summer. When the bell rings, Milhouse runs out, but it's shown that it's only 9am, the BEGINNING of the last day of school. Meanwhile, Lisa is working for the yearbook club and unveiling the new yearbooks entitled Retrospecticus. As the day is about to end, Lisa tries to pass out the yearbooks to everyone, but Nelson (to save time) just grabs them and throws them at people. All the classmates start gathering around to get their yearbook signed while Lisa gets no signatures what-so-ever. She starts to feel depressed of not having many friends.

Back at the house, Ned is telling Homer that he was going to take his family to their beach house but is called up for jury duty. So he asks Homer if he'd like to go instead. Homer says that he will if Ned will fix his septic tank. The family accepts immediately (mainly because The Flanders won't be there). Marge says that Bart can invite Milhouse and Lisa can invite one of her friends. This makes Lisa even more upset because of her lack of friends.

When packing, she realizes how nerdy everything that she's bringing is. So she empties her suitcase and heads out to the car, hoping to start a new life at the beach. The family soon arrives at the beach called Little Pwagmattasquarmsettport. Lisa shows Marge that she didn't pack her suitcase and she takes her to get new clothes. Marge tries to get her all adorable clothes, but Lisa thinks differently. She buys a set of cool clothes and goes out to find some kids. Marge, feeling alone, holds Maggie tightly as Lisa leaves, saying that she'll be her best friend and she'll never let her out of her sight. Lisa starts walking around and finds a library. But she remembers how she was ditched by kids for being smart, so she avoids it. After awhile, she almost gives up, thinking the kids ditched her in advance. Then she hears some skate type kids talking and she tries to make a good first impression. She talks how they seem to like skateboarding. They agree, but say they can't skate anywhere because they always get in trouble for it. But Lisa suggests to them that they try skating at the library. It's an instant success and she immediately becomes friends with them. A jealous Bart sees her with them and tries to impress the kids into becoming his friends, but the kids call him an amateur and he leaves.

Meanwhile, Homer is out looking for illegal fireworks. He walks into a convience store and starts buying random stuff. He then asks for illegal fireworks, but the clerk (who looks almost similar to Apu) tells him it's not allowed, until another man in the store leaves, and he tells Homer to follow him. He shows Homer a whole room filled with illegal fireworks. Homer buys one called the M-320.

Back at the beach house, Lisa and her new friends are talking about what to do for the 4th of July (although one of her friend's mom is french, so they only celebrate Bastille Day). Lisa suggests a beach party and her friends happily agree.

Also back at the beach house, Homer gets ready to light the M-320, but Bart is out of matches. So he lights it with the oven, but most of the fuse burns off. So he throws it into the dishwasher and it explodes, causing a black gunk to come out of the sink.

Later at night, Bart is watching Lisa and her friends having their party. Bart grows extremely jealous and comes up with a plan to expose Lisa for who she really is. As Lisa's friends are tossing her in the air with a blanket, Bart comes down with Lisa's yearbook. He shows how unpopular Lisa was back home (like how she was the only member of the French club, and only her and Uter were members of the German club). Then her friends read that she was also a teacher's pet, and Lisa runs off crying.

The next day, Lisa is blames Bart for making her lose her friends and ruining her life. Then Marge announces that a carnival is in town, and the family goes. The whole time they're at the carnival, Bart and Lisa fight with each other. After the bumper cars, Lisa heads home feeling depressed, thinking that she was never meant to have friends. Then she notices some kids at the beach house and realizes that it's the kids. At first, Lisa thinks that they're just playing a joke at her because she's smart. But then they show that they covered Homer's car in seashells with some forming the words "Lisa Rules". They then tell her that it doesn't matter who she was, just that she's a good person inside. They are friends once again. Then Homer discovers in horror what happened to his car, and they drive home with sea gulls pecking at the shells. Bart gives Lisa bach her yearbook and says that he showed her yearbook to her friends again. Lisa starts to become mad at him again, but he tells her to look inside. In it, her new friends had filled in every autograph page with pictures and how much they'll miss her. She thanks Bart and they are happy once again.
