Just looking at a username won't tell you whether their first language is English, but a closer examination (like you mentioned) should reveal a pattern. I do agree that there is some grammar that leaves me shaking my head, but the best way to go is just fix it and not say anything. The user I'm thinking of, the original writer of those articles, doesn't mind people re-writing them. He knows his English isn't the best. But he's made huge contributions just by building those articles in the first place, and for that we are grateful and appreciative that he's around.
