Springfield Juvenile Correctional Facility is a young offenders prison. It is probably operated by Springfield Police. Bart was taken there after faking a wedding. Homer got a job there as a security guard to protect Bart against the other boys. The Facility held a prom, which a male and female inmate are handcuffed together and was when Bart and Gina Vendetti escaped together.
