I do know that a real-world individual being dead in real-life does not necessarily mean that they are dead in The Simpsons.

However, one factor that would point toward Kim being dead is that in the special "Marge Simpson's ALS Ice Bucket Challenge", his son, Kim Jong-un is depicted as the North Korean leader. I have noticed that Kim Jong-il's status has him down as 'Alive'.

I do know that a real-world individual being dead in real-life does not necessarily mean that they are dead in The Simpsons.
