Bart's school class are visiting the Capital City Historical Museum where Nelson and Bart be handcuffed with each other. They think it's embrassing and starting to hidding from the intendant, Hollis Hurlbut at the museum after they heard at if it's one offense and the school is on "the list". Hurlbut capture them but the manage to escape with out the school is on the list.
