Not specifically the city
Aren't they referring the Vichy France, the governments for a portion of France during the World War II, rather than the specific city of Vichy. It's sort of like how Cabaret or Babylon Berlin are set in Weimar Germany, but not in the actual city of Weimar. Also there's a common in the caption, but it's not between the words Vichy and France.
