What does it mean by "If you have rollback and you notice a user vandalize after receiving a warning, please notify an administrator and they will deal with it from there." Users without Rollback can as well right?--Smiley12 was here at 06:58, March 26, 2010 (UTC)

If you have rollback, you can not block a user. However, I trust users with rollback enough to be allowed to place the vandalism warning template onto a user's talk page warning them.
