Chief Wiggum enforced some of the laws in it because the Montgomery Burns State Prison needed to be filled. One of the laws from 1834 is that a man must not be hatless during daylight hours. Homer went to the prison due to the 1911 law that five kicks of the same can shall be considered illegally transporting litter. Another law is that you must not tie an alligator to a fire-hydrant.
