Olde Springfield was created when Homer declared he would create his own town and so the citizens left over became Olde Springfield. It late rejoined with New Springfield

History
After the area code change. Homer and the part of town which had a changed are code left to form New Springfield and the rest of the town that kept the old area code became Olde Springfield. The mayor of the town is Joe Quimby. It is shown most of the rich people live in Olde Springfield and they have all the stores with food. A wall was put between the Olde Springfield and New Springfield. After much quarreling (and Olde Springfield often succeeding) the wall between the two towns was torn down by The Who who were performing.
