Even though he tells Bart it is a once in a life time opportunity, he still refuses. Later, Frink comes to Bart on the Hover Bike telling him that he bets he wishes he took the chance now.
  
Professor Frink created a flying motorcycle. He wanted Bart to test it, but he refuses. Later on in the episode, Bart regrets ever refusing to test the Hover Bike when he is in a tough situation with the Shellbiville kids. Homer can buy the car in The Simpsons Hit and run in level 7.

The Hover Bike is an invention by Professor Frink. He asks Bart to test it out but he refuses due to there being wet cement up ahead.
