Count Dracula is a character from the book of the same name.He has often appeared in the Simpsons in the Republican Party Headquarters. He is not very popular there, as everyone always thinks his ideas are just plain stupid, such as him Dracula biting his enemys.He can't get their pizza orders right, as he said they were confusing.
