Cecil Terwilliger is Sideshow Bob's brother. He once attempted to destroy Springfield by building a poorly constructed dam, blowing the dam and then taking all the money from construction cut-backs. However Sideshow Bob, Lisa and Bart Simpson stopped him. Cecil was then arrested, along with his brother and imprisoned.
