Level 33 "Crack-Down Part 2" Brockman question

Okay I am on level 33 "Crack-down Part 2"have every single character that can "serve time" for 24 hours EXCEPT for Brockman. I tried giving him other jobs and logging out of the game but nada. According to the task book for this quest it reads "0/20" which I interpret as 20 characters. Including Brockman, the total # of characters who have the task of "Serve Time" is 29 according to simpsonswiki here:

Any solutions? is putting all 29 characters in jail at the same time over-kill, so to speak? Just do not want to have a "glitch" by not having Brockman having to Serve Time. Any ideas?
