Where Stalks... The Penalizer! is a comic story featured in Bartman #2. The comic was later reprinted in Bartman: The Best of the Best!. In the UK it was released in Bart Simpson #14.
Plot
Someone brings down people who do bad things, (e.g. Graffiti, excessive belching, etc.) and Bartman sets out to find who.
