Release the hounds is one of C.M. Burns catchphrases. However he tends to say it in own mansion as an unknown character, presumably Smithers, releases the hounds, chasing a character who annoys him out of his grounds. In the movie, he is shown to have a button that does it, therefore he should not need to say the catchphrase.
