As for why she is in the Villain's category, I'm presuming it's because of her implied sadistic tendencies (It is stated that she enjoys inflicting cruel punishment onto criminals in the beginning paragraph, which definitely factors into borderline sadism, which is delighting in watching people suffer.) - Just because she sentences crime doesn't mean she isn't a villain.
