The A-Team of Finland are a Finnish intelligence organization who have a branch in America. They drive around in their van.
History
After the Chinese Intelligence in America and the French Bureau of Investigation turn up, the ATF turn up too, a little bit late to get Bart.

Behind the Laughter
The A-Team of Finland are an obvious parody of The A-Team show and the van is a parody of their van. It's also a parody of the Bureau of Alcohol, Tobacco, Firearms and Explosives, often abbreviated to ATF.
Misleading
Both characters speak English with a Swedish accent and B.A. Bäckström is Swedish name. Only thing Finnish is the appearance of the characters. There is however a Swedish speaking minority in Finland, making this somewhat plausible.
