The first two octets of the IP are 90.23, the same as the other vandalism and junk comment instances, which means his ISP probably has a class B IP address and a big honkin' dynamic IP address pool.

Hi. Wikisimpsons is in good shape and I have added it to the spotlight list. About the main page: it looks like all the vandalism has been by anonymous users when the page was completely unprotected. You could try dropping the protection for editing to "autoconfirmed"; this allows only users with a login name to edit, and new accounts are blocked for 3-4 days so you should generally have a sense that somebody is a vandal before they can edit the mainpage.
