He appears in Sweets and Sour Marge (S13E8), in which he's voiced by Harry Shearer (he's called Count Fudgula in that episode, but he's the same character), and his picture makes numerous appearances as he's the mascot of one of the recurring breakfast cereals in The Simpsons. I don't really know enough about him to create a whole article, but I'm certain that there's enough information available for someone to be able to make one.
