Herbert Powell is Homer Simpson's half brother. He was "made" at the fair when a prostitute had sex with Abraham Simpson, Homer's father. Herbert became rich with his car company. When Homer eventually found him, the two brothers made a deal. Herb had Homer design a car for the average man. Homer made a car which cost Herbert millions. As a result, Herbert lost his fortune.
