I don't think it is a "flashback" nor a reference to a comic story. I think it's just Bart remembering one of his uncountable pranks, just a never-seen-before memory, not a flashback of something that happened in a comic story. These "memories" happen a lot (e.g. In "[[Itchy & Scratchy Land]]" they recall some vacations they did but never seen before the episode). Anyway, I've thought it could be discussed.
