The Top Hat Channel is an adult channel that Bart watched when Homer got an illegal cable hookup. According to the channel they don't broadcast in Florida and Utah. When Bart first watched it Homer caught him and said "It's for mommies and daddies who love each other very much". Homer wanted Bart not to watch it again. Bart broke his promise and had kids pay to watch the channel and Bart was caught again and punished him by sending him to his room.
