Dr.colossus is a fictional supervillan featured in The Simpsons.

His greatest advantage and disadvantage is his amazing "Colosso-Boots" that, when activated, raise him up on telescopic platforms, increasing his height by several times. Unfortunately, they cause him to hit his head on something every time that they are used.

As far as supervillans go, he seems rather incompetent, as supervillans tend to be on The Simpsons.
